I think the "refurb" label is available for anyone who wants to use it
on eBay, and they sometimes do so as a means to boost sales.  So their
idea of a refurb might just be that they turn it on and dust it off. 
IMO, unless it's sold by a Logitech store or authorized refurbisher, I'd
say it's quite simply "used".  Ebay should have a requirement around
using that in listings, but they don't.  You can look into the sellers
inventory and see what you think.  If they're selling 100 radios with
some degree of warranty, then I'd assume it's likely legit.  If they're
selling one and also have listings for twist bands, coffee mugs and worn
out clothing items, then move on!
