It's the either the same issue I have on Ubiquiti; turn off 802.11R or
FastRoaming. Or, you're trying to use a hybrid WPA3/WPA2 key. Neither is
understood by the dinosaur WiFi tech in the older 

I'm not sure where Actiontec buried the setting (I'm in Corp Finance,
not remotely close to Tech Support. :) ), the radios will play with a
device that broadcasts WiFi6, but the Boom, Classic, and Radio won't
play with the 802.11R protocol specifically. I did get a chipset off
eBay for my Boom with an updated firmware for 802.11R (It's an Atheros
AR2413A/AR5005G/AR5BMB5 Mini PCI in the Boom and Radio), but FastRoaming
causes so many issues with older electronics it's not worth the
(slightly) expedited handoff between mesh nodes.

Actiontec (the people who actually make the routers) gives pretty robust
logging; take a look at what the logs are telling you. It'll let you
know where the handshake/authentication failure is. As a start, I'd
switch back to WPA2PSK, and turn off fast roaming. Then re-enable each,
one at a time, see where it fails.
