The only incremental way that I can see is an initial PR to change one of the
minor map views - for example, the map shown on the user dashboard, or the edit
location map in the edit profile page. That will mean that the basic inclusion
of maplibre, utilities for customising popups etc can be done separately from
converting the main map.
