For what it’s worth, the site can technically accommodate more items in the
navigation bar. If the window is too narrow to fit all of the items, the rest
go in an overflow menu, starting from the right:

On a mobile screen, the panel that contains the navigation bar can wrap onto
another line as needed without interfering with normal site usage:

Since a frequent user of the site wouldn’t access the Donate link as often as,
say, History, I figure the Donate link could be one of the latter links that’s
one of the first to fall into the overflow menu or wrap onto a second line.
That said, a very long navigation bar can be confusing even if it all fits. A
Donate button would exacerbate that issue. Some of the top-level navigation
problems you’ve pointed out would probably be more actionable in a separate
issue.
