### Problem

Recently when reviewing the facilities to suspend/delete users with @firefishy, 
we agreed that these were a bit confusing and could be improved. Aim:
- Better express what the actions do.
        - Currently "Hide this User" suspends the user, while "Delete this 
User" carries out a "soft-destroy" (leaves the record in place but scrubs any 
identifiable information).
- Move dangerous actions out of the way.
        - The soft-destroy action sits very close to the suspend action, and 
only a quick JS confirm modal separates a distracted admin from an irreversible 
action.

### Description

Proposal: rename actions and move them around a bit to reduce the chance of an 
accidental soft-destroy
