It's mostly fine I think.
I mean I do occasionally delete a user at user request but I usually only do
that if they insist on having the email address removed (and they have no
edits) and in that case I have to do it from the CLI anyway so removing the
delete option here probably doesn't matter.
The third part is tricky especially for accounts deleted some time ago
(basically before we had self deletion) as it may be hard to distinguish user
requested deletions from admin actions.
