Global element versioning would be #4660. The difference between the history of
a raw element and an overall feature can be unintuitive to newcomers. iD is
sort of forcing that confusion on them. Maybe we could improve the experience
by including some explanation in an ℹ️ popup or finding another place to
explain it to them.
