The query does return the full geometry of any nearby geometry that would
appear under “Nearby Features”, but not the containing geometries that would
appear under “Enclosing Features”.

If I query for features [a little to the
east](https://www.openstreetmap.org/query?lat=14.53031&lon=121.02256#map=14/14.52385/121.01149&layers=H),
some of the results under “Nearby Features” are also relations. Hovering over
them does highlight the full geometry:

I think this difference between the two sections makes sense. The containing
geometry is likely to be completely out of view unless you’re zoomed way out
(in which case feature querying is disabled) or you’re querying near the edge
of the feature (in which case it’s more likely to show up under “Nearby
Features” anyways).
