It's for arbitrary boundaries indeed. For the sake of simplicity and separation
of concerns, this PR doesn't include a tool to edit the boundaries, but the
plan is to add one at a later stage.
Additionally, adding PostGIS support now would break a psychological barrier
(if you will) that will encourage the creation of features that benefit from it.
