We've literally just fixed the maplibre views to not do fractional zoom on
raster layers so no in general that would not be acceptable.
When we get to the point of converting the main page to maplibre instead of
leaflet I would expect that we would accept fractional zoom values but only for
vector layers as we don't want the loss of fidelity that comes from rescaling
raster layers.
