Any list of changesets with discussion comments from others without a
discussion comment from the changeset author is going to be flawed. There's no
reason that all changeset comments need to be replied to. Revert tools leave
discussion comments and most people certainly never reply to those. Similarly,
if someone says "Thanks for getting out and mapping that" the changeset author
shouldn't feel compelled to make a discussion comment in order to get it off a
list.
