If I understand correctly, the ability to redact changeset comments (or 
individual changeset tags) would be a step below redacting the changeset 
outright. Do we routinely use changeset redaction as a workaround for the 
privacy use case mentioned above or the vandalism mentioned in #1167? Do we 
consider this an acceptable workaround, or is there concern about removing too 
much of the historical record?
