My mistake, it looks like we can only redact individual element versions. So I
guess my question is whether it makes sense to be able to redact an entire
changeset (along with its discussion), or whether the tag deletion workflow in
#5309 would be preferable because a comment can kick the partially redacted
changeset back into the replication feed.
