Something I haven't seen discussed is the scale that maps show up at based on
the zoom in the URL. Right now the scale is based on a size of 256*2^zoom dip.
This leads to zoom in the URL and the tile zoom requested being 1:1 for raster
layers[^retina] while the zoom used with vector tiles is one lower for both
tile selection purposes and styling purposes.
Should we preserve the current zooms which are based on the 256 dip scale, or
switch to one based on a 512 dip scale?
[^retina]: This is true for raster layers with either 256px tiles or 512px
tiles.
