It's not explicit whether the instructions are intended for desktop vs server
flavours of Ubuntu, but I think it's best if they can be made to work for both.
It is, however, explicit that the instructions are for setting up a development
environment, and not a production environment. So I think just adding firefox
(and any other things) to the main package list would be preferred, since
"working development environment" and "the tests can be run" are strongly
correlated! I don't think there's much to be gained from having multiple
package installation steps.
