Closing for now. There are legitimate questions as to whether this endpoint
should exist at all. Either we don't give any clues, or we become fully
transparent and publish a public list of moderation zones, as suggested at
https://github.com/openstreetmap/openstreetmap-website/issues/6794#issuecomment-4661954762.
I think it'll be best to wait and see what behaviours emerge once moderation
zones are in place.
