I think nominating wanted topics for talks and finding speakers to talk on them is a great idea. It might let us broaden the topic range too. For example, I'd love to know a bit more about the database libraries from the Java world, because I think that'd help me in Ruby. Getting a speaker in from a Java group to talk about that would be great.
