I've implemented monthly recurring payments with paypal but it is really shitty. The down side with PayPal is that you have to make changes on your site, push off the payments to paypal and then someone reconcile the two. There all callbacks from PayPal to verify that 'stuff is happening' but they are problematic. Someone with more experience can probably talk to this with more details. It seems to be the sort of thing you only get right with experience (i.e. getting it wrong a lot of times).
