Essential they are asking for a GUI builder for the end applications
User Interface?

Maybe Dream Weaver?. Just bare in mind that there is no GUI builder
for HTML/CSS that doesn;t produce crap and difficult to use HTML/CSS.
That is why *NO* one uses them and you hardly ever see them.

However this has nothing to do with Rails perse really, as this woudl
be th esame problem for any web framework.
