You could maybe achieve this by pitching it as a co-op or collective? You would 
probably want to expand it to designers, UX professionals, etc if you want to 
be a compelling alternative to existing consultants or agencies. Obviously 
anyone who wanted to set up something like this would need to get legal and 
taxation advice :)
