It's very difficult to build something in isolation - if it's not being done for an immediate purpose, then chances are you'll choose the wrong set of features. Look at Rails itself - it was extracted from a series of projects, so only things that they actually used made it in. That's why it was so much easier to learn than a lot of the feature-encrusted java frameworks that came before...
