Interesting question. It really might depend on where you want to go with your career. (I don't know what your background is, so I'm just guessing.)
It's been quite a while since I lived in Canberra, and I wasn't doing Ruby at the time. I do, however think there might be a little more going on than it might appear at first glance. (A rule that more generally applies to Canberra actually.) So getting a job in a team doing something good might be entirely doable. That would be my preference. Remote working is no doubt something that would be possible, but you may not get the exposure to interesting problems and interesting people, and good work practices. (There are a few remote working places where you do get this exposure, but they're pretty competitive.) Remote working can be pretty difficult, it helps to have other experiences and discipline to fill in the blanks.
