You might want to try AWS opsworks, it's free for a year with a small 
instance and if you spread your resources on to all AWS free tools you 
could handle a lot more than 200 users. You could also use some caching on 
a small elasticache to make it super snappy. Opsworks has a bit of a 
learning curve but it's not too bad if you got so far with rails. Make sure 
to start your instances in a zone around here to reduce latency.
