As a student of chemical engineering I can tell you the following:

Yes, it is called Phenolphthalein and yes, it's an indicator.

> (Vinegar is acidic, and Baking soda is basic).

Vinegar will cause Phenolphthalein to become clear while baking soda wil
make it go purple.

What you could also try (no guarantee!) would be to use any colorant (ink,
iodine...) to let the water go dark and have chlorine or hydrogenperoxide
(H2O2) make it clear again.
