I am of the opinion that this situation pre-dates modern times. I was told that the Palestinians are descendants of the Philistines. This in my opinion goes all the way back to early Israel when they had received instruction to take action and they chose not to. This to me is a proliferation of that event which was in the Bible and Israel brought this on themselves for not acting when they were supposed to. I take no political side in the matter.
