Regarding the Merits, the ones for FCF "Trail of the Grizzly" are the only ones that a Commander can "earn" by not having to teach them. I believe it is to allow Ranger Kids commanders to get into FCF since they do not Teach those Merits to their class. As mentioned before, check with your FCF Chapter on what exactly is their requirements.
