Kelvin, the fringe on a hunter's frock is supposed to be "pulled".
There should be some material hanging out from which to do this. Just pull 
out the threads paralell to the garment, and the fringe will be left. The 
"welt" (strip of material that the fringe is supposed to be pulled from) 
must be sewn in to the seams of the garment. If it isn't, Then there will be 
no fringe unless you take it apart and do it proper, sewing the welt for the
