How can a leader actually work on them? Does he work on them on his own as
if he were still a boy? Or does he simply submit every merit at once when
he is all done, fro the GMA!

Just found out that Commanders can work on them. How does a leader actually
work on them (when they actually teach those to the boys anyway)? However
this may be goofy if the leaders can earn them in 2002 how about a leaders
gma? Basically what you have is the youth pastor, senior pastor,
deacons/board ask the candidate questions.
