That's not what I said. I said that for now, commanders can do the work for 
a merit as they are teaching it to boys, but they can't earn the merits nor 
can they wear them. There has never been any way for commanders to earn 
boys awards in Royal Rangers.

With the new program coming out in 2002, commanders will be allowed to 
actually earn and wear the merits, but those merits they earn will NOT 
count toward advancements like the GMA.
