I say "NIP IT IN THE BUD" before any real harm is done. In today's world where we have kids attacking kids we have to be stern to get across the idea that some behavor is unaccecptable. The ideal solution is for the parents to handle this young boy and teach him to respect girls and people in general. But alot of parents fail in this so the government takes over.
