It's been written by many people including John Maxwell that leaders are 
developed.  That is part of what Royal Rangers is about.  Training boys to be 
leaders but I also believe men as well. As to your question I am referring to 
the five levels listed.  After all the higher we move up the greater our 
influence towards others both boys and men. I recommend John Maxwell's books 
on leadership. Many of his teachings has been written about by many here on 
Rangernet. The teachings about leadership from here and other books have 
changed me and with God's help I have seen a change in our outpost with 
others coming on board, getting trained and becoming committed.  James
