[RR] Number of Commanders per age group?

Number of Commanders per age group? Reading in my Ranger Manual, I observe that each age group of boys is to have a Commander and another Lieutenant Commander for every ten boys. I am to read into this that a Lieutenant Commander is for every two patrols since a patrol is five to eight boys, or should Lieutenant Commanders be used as Patrol Advisors and that the number ten is not correct?
