In Ezekiel 37 God tells the prophet to COMMAND the Spirit
verse 9 the Hebrew for wind is ruach used elsewhere for spirit.
To me, the context if calling  the breath to give life means he is commanding 
the Spirit. God tells him to do this. 
Do we do this indiscriminately? Ezekiel did it at God's command.
