Recently, I attended another BSA Eagle Court...

I sat there in wonderment that before the boys was a clear
trail.. a path to follow that was undertsandible as well as
common to all.

2.5% of all Boys Scouts achieve the highest award, the Eagle.

To make Eagle.. 21 merit badges and a "service project" that
benifits the community is required. This "project" must be fully
planned in every contingency by the Scout and faces several boards 
for approvial...

Every merit a scout earns has a "blue card" with three parts
qne for the boy's record. one for the Troop/SM/ district and one for the
merit councilor..

In the end a young man faces his task and uses his resources and
personal motivation to plan and act out his project...

In re-newing Rangers... we could learn from our friends in scouting
that at every rank advancement a boy is reviewed, and documented
and charged with holding his records for the final board of review..
where advancement to eagle must be *proved....

Royal Rangers has no records required...
