It really depends on how the contract for the apartment is written.  Most 
comtracts that I'v eseen stated that the landlord had to give 2 or 3 day 
notice before entering an apartment for regular maintenance, like changing 
air conditioning filters.  However, as the owner, he usually maintains the 
right to enter any apartment whenever he wishes if he deems it necessary - 
like if he suspects it may be filthy or if there's smoke coming out the 
windows.  Typically they are required to knock to see if anyone is home and 
if not, they may enter.  In most cases, anyone else other than the owner 
cannot enter with the tenant's permission.  This may not be true in all case 
but it is typical of what I've seen.
