No it has not, in fact it has decreased.

They knew they wouldn't so the increased the penlities to using a weapon in the
comission of a crime.
We had a woman who lived behind us, shot and killed a few years ago. Her killer got
20 years for the murder plus another 10 for having an unlicenced firearm.
