*My opinion is that the Buddy system lends itself to the Patrol system, and
let the patrol decide it's own arangements.  Boy leadership means limited
freedom based on organized arrangements of reporting up the chain of command
to Sr.Guide and his staff what the decisions are.. and clearing it with Commander.

This "reporting" back and forth may seem redundent but builds the boy leaders and
let's communication flow in a proper fashion.

*This is something to challenge us...

I beleve this should be allowed, with proper facilities for privecy and
responsibility
for modesty.  It is however not recomended by the RR LTC... and may be criticized
by those with a firm grasp of National Policy.
