What many people do not remember about postage rates is that until the 
1970's, the federal government subsidized the rates--meaning that the 
American public did not pay the true cost of postage.  When we were 
transformed into a quasi-independent agency in the early 1970's, we were 
charged with breaking even over a period of time.  Unlike our competitors, we 
are still not allowed to truly function as a business as our rate increases 
have to go through an approximately 10-11 month process in which our 
competitors have a voice.  So, unlike FedEx and UPS, we cannot determine our 
own rates and implement them in a timely manner, but rather must forecast our 
revenue needs for about 4 years and hope we get the approval from the Rate 
Commission to raise rates.
