Look at the form (if you don't have access to a copy, you can download a 
Microsoft Word version of the form at 
http://www.royalrangers.net/ntd/forms.htm). The application must be 
approved by your district commander, and then he will forward the form to 
the national office where the decision is made as to whether or not the 
Medal of Courage or Medal of Valor is awarded.
