I'd say that that commander needs a stern talking to by the Pastor.

Doing such things without Church consent sets the Commander up for some
major liability issues that will likely not be covered by the church
insurance, since it was not on the calendar.

As for other liabilties, the Commander will be criminally liable if there
are injuries and such without the Parent's consent and medical release
forms.
