This is where you are wrong. If the chad for president is all the way
punched out and another chad in hung up, say for senator or something, the
ballot is thrown out.

Sorry Duane, you are way off base on this one. ALL the legal ballots WERE
counted. There are always ballots that can't be counted for a variety of
reasons. Why should we change custom, procedure or law to accommodate
people
who can't or won't follow instructions and who won't check their ballots
before they submit them? Once the ballot goes into the ballot box, it's a
legal ballot. Once it gets tossed because it's unreadable, it's no longer
a legal ballot for the office with the error...
