The vote and the actions of the voters were not illegal. The actions of the
people who made the changes were. That shouldn't penalize the voter. In the
other counties the actions of the voters made their votes not count (i.e.
double votes, dimpling instead of following simple instructions that
kindergardners could follow, etc.)
