I think it is a SIN to take a pen and sign-off to advance a boy
who don't care to be a Royal Ranger. *The first requirement is to
JOIN!
*You guys keep harping that they "come back"...and I say that
is not "joining the Outpost!" *RIGHT????

Read back what the other gradeing criteria is.. *Let
him RISE to a "D" then he begins to "Join" not *MY group
but the other boys as a peer!
