I can tell you one very important thing-Get as many leaders trained before
your first meeting as you possibly can.  Not just an informal get together,
the whole 8 hour Ranger Basics.  I've had many a Commander tell me he wishes
that he could have started out right instead of going back and trying to fix
things.

 

Also, make sure your Outpost Council has a few men who are really supportive
of your efforts.  That way the Sr. Commander can do his job instead of
trying to also do the Outpost council's jobs.
