I looked over the patches and It seems like at least the second one is
completely dedicated to new users and has nothing to do with page layouts.
Before these are applied, we need to make sure that they are related to one and
only one issue.
Aside from that, I have a couple of questions regarding the implementation. I
will post this to the dev list, but we need a place to do inline commenting of
patches.
