Creating the portal-test war isn't critical for this proposal, I'm also fine
with leaving (only) the test code and configuration with the rave-portal war
project itself.
The one benefit a separate portal-test war module brings: it can provide
additional/custom frontend UI and/or configurations to be build/packaged with a
runtime war for integration tests (e.g. like for Selenium and alike), without
having to worry about these to pollute the "real" (end user) portal. As long
as we don't have any of that (yet), I'm fine without a separate portal-test war.
