Anthony Carlucci resolved RAVE-459.

Resolution: Fixed
Widgets and regions are locked on the Person Profile page. The underlying code
is generic enough to be used for any Page type, not just Person Profile Pages
as it utilizes a new "locked" property on the Region and RegionWidget objects.
RAVE-475 (creating pages off of page templates) will feed these new "locked"
values from pages created off of the pre-created templates. For standard
"from-scratch" user pages regions will always be unlocked.
