You didn't give much detail about  how  you  call  Razor:  from  SA  I
presume, but how is SA invoked?  directly?  spamd/spamc?  amavisd-new?
other?

I've had similar problems in the  past  when  using  spamc/spamd.  The
solution was to add -H <directory> to the startup options of spamd.
Everything  related  to  Razor  would then use <directory> as the home
directory  (so  files  go  to  <directory>/.razor). That's as close as
system-wide Razor settings I've found.

Migrating to amavisd-new made the problem go away. Razor files then go
into  the  .razor subdir in the home directory of the user amavisd-new
runs as.

You   may   want  to  search the archives of the Spam Assassin list as
well (http://eu.spamassassin.org/lists.html). I think that's a common
problem.
