The debug switch shows razor is grabing the env /root/.razor, which I had removed. So I recreated it and added a link to the /etc/razor/razor-agent.conf file. That seems to have fixed it.
I guess the whole issue comes up because Vipul's Razor website at: http://razor.sourceforge.net/docs/doc.php?type=pod&name=razor-agent.conf Has this: "razorhome Directory where Razor Agents look for files. All files in razor-agent.conf without a full path will be relative to razorhome. The default is /etc/razor/ for root, and ~/.razor/ for every other user. If razorhome does not exist, it will be created." Clearly the default is not /etc/razor as indicated on the website but rather ~/.razor for all users including root. Side note: Only a single hyphen is needed not a double as you have indicated.
