So this means that spammers can easily blacklist any domain they wish... :) Quite curious. It seems I can't do anything about this, really.

Actually, there is something you can do about it. Razor has a revoke mechanism and a TeS system to prevent this kind of abuse.
You can punish those that are consistently issuing false reports by issuing razor-revokes against the messages that trigger the false alarms.
In the near term, this deals with the FPs by dropping the URL from the list when enough revokes come in. In the long term, it can drop a reporter's trust making their reports worthless.
